The association has its origins in Governor Frank Farrar’s executive order (December 4, 1970) and South Dakota Codified Law (Joint Powers Statutes). The executive order established the district’s initial service area boundaries. The Joint Powers language permits local governments to cooperate in undertaking planning and development activities. District III is organized around county participation. The majority of counties in the region must annually agree to participate or the association automatically “sunsets”.
