COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY (CEDS)

As a part of its directive as an Economic Development District from the Economic Development Administration (EDA), District III has developed a document called the "Comprehensive Economic Development Strategy" (CEDS). The purpose in preparing and implementing its CEDS is to identify “the creation of conditions that contribute to economic prosperity and social progress.”

The CEDS is an ongoing process that recognizes private sector initiative, encourages public sector commitment, and rewards partnerships.

Although the CEDS contains a set of development priorities, its effectiveness depends upon the decisions of individual local governments and businesses. Other than the control exercised by the District III Committee over its staff and office resources, the CEDS is strictly advisory in scope.

The value of the CEDS to the region is its:
  • Accuracy as a reference source;
  • Relevancy as a planning guide;
  • Clarity in expressing a vision of the future;
  • Flexibility as a dynamic process; and
  • Inclusiveness as a comprehensive approach.
History has proven that regional progress begins with leadership. Leadership may be expressed through innovative ideas, definitive actions and sustained effort. The CEDS reflects the character and capabilities of the region. It recognizes that positive change can be the product of chance occurrences and/or deliberate strategies. As a tool for area leaders the CEDS offers both insights and information that will improve the odds for success.

The regional impact is going to vary, depending upon the issue and geographic applicability. Changes will be measured through objective (jobs, investment, etc.) and subjective (attitudes, perceptions, etc.) outcomes. Time will also apply to how effective the CEDS is in making tangible improvements. The CEDS is based upon a five year planning period. Annual impacts will consist primarily of projects, policies and service practices. Multi-year progress will involve fostering systemic change, establishing new relationships or employing alternative technologies.

Updates and additions to the CEDS will be made with the participation of the appointed CEDS strategy committee. The strategy committee is a key component in developing the CEDS, but is only one of several “players” involved in rural development. The CEDS will complement existing state efforts, such as the Governor’s 2010 Initiative. The committee will also work closely with local development groups and other regional organizations to broaden strategy participation and effectiveness.
