CAPITAL IMPROVEMENT PLAN (CIP)

A Capital Improvement Plan (CIP) is a multi-year (5-6 year) policy guide used to identify needed capital projects and to coordinate the financing and timing of public improvements.

  • A useful tool to help prioritize major expenditures.
  • A dynamic plan that can be changed with circumstances.
  • An instrument that is unique to your particular situation.

A Current CIP can:

  • Involve and inform citizens and officials.
  • Prevent "crisis management" and shape development.
  • Promote economic development and intergovernmental cooperation.
  • Secure financing through bonds or taxation/assessment districts as well as with grants and loans.
  • Streamline the annual budget process.

WHAT ARE CAPITAL IMPROVEMENTS?

A wide range of public facilities and equipment should be considered in capital planning. While there are no hard and fast rules, capital planning deals with the purchase or construction, major repair, reconstruction or replacement of capital items such as: buildings, utility systems, roadways, bridges, parks, landfills, and heavy equipment which are of high cost and have a useful life of several years. Capital expenditures are sometimes difficult to identify.

City Halls, Streets & Sidewalks, Land Purchases, Disposal Sites & Equipment, Courthouses, Parking Lots & Buildings, Street Lighting Systems, Jails, Fire and Police Stations, Sewer & Water Mains, Storm Sewers, Recreation Buildings and Facilities, Libraries, Schools, Tennis Courts, Park Land & Development, Hospitals, Airports, Swimming Pools, Water & Sewage Treatment Plants, Fire Trucks, Parking Meters, Police & Fire Radio System, Road Graders & Similar Equip., Police Cars, Trash Compactor Trucks, Computer Systems, Playground Equipment, Minor Building Remodeling or Additions
